PURPOSE: The purpose
of the Disadvantaged Business Enterprise (DBE) Supportive Services program is
to seek, enhance and increase minority–owned and female-owned firms for
participation in the highway construction industry in Arkansas.
Supportive Services provides the following services to
certified DBE contractors:
Assists DBE contractors in becoming bonded
and obtaining financial assistance by advising, helping, and acting as a
liaison between DBE and the bonding
company and financial institution.
Assists DBE contractors in preparing
financial documents through an approved consultant by the Arkansas Highway
and Transportation Department (AHTD);
Provides technical assistance according to
the needs of the DBE contractor;
Provide access to all DBE bidders and
provide access to DBE Supportive Services when the contract requires DBE
participation;
Maintains and provides access to a
computerized database on all DBE’s;
Maintain a data base of AHTD approved
Supportive Service Consultants;
Provide information and resources through
newsletter to all DBE’s.
Conducts training seminars in various
locations in the state;
Conducts mini-workshops;
Provides copies of plans and specifications
of the projects in the upcoming letting;
Provides the meeting room the night before
each AHTD letting;
Attends DBE certification Committee and DBE
Advisory Committee meetings;
Makes a concentrated effort to locate
qualified DBE contractors and assist them in becoming certified.
